Well your best bet is look at lots of anime books.
And go on youtube

how i learned was i looked at all my manga books and tried to imitate the exact same drawing. practice, practice, practice and that’ll hepl you become a better artist. but chibi is pretty easy. first learn how to draw the eyes and hair and then you’re pretty much set since chibi ppl have deformed bodies.
